Современный этап развития строительной жилищной отрасли можно определить как этап нового правого регулирования энергоэффективности жилых домов с использованием весьма перспективных правовых, экономических и организационно-управленческих подходов на основе управления стоимостью затрат в контрактах жизненных циклах (КЖЦ). Выполненный обзорный анализ показал, что процедура заключения таких контрактов в различных сферах экономики России, понятийный анализ и применение самого термина КЖЦ, а так же исследование зарубежного опыта стран с развитой рыночной экономикой по практическому применению КЖЦ находится сегодня не на самом высоком уровне. В этой связи, КЖЦ требует как дополнительных исследований зарубежного опыта, так и уточнения понятийного аппарата с его классификационным анализом. Целью проведенного исследования является выполнение теоретического обзора по содержанию и исследованию терминологических понятий в области КЖЦ, опыта их применения за рубежом, выявление особенностей и перспектив их научно-практических потенциалов. Авторами рассмотрены и решены ряд задач: актуализация вопроса о необходимости уточнения термина КЖЦ; проведен обзор по терминологии понятия КЖЦ в странах Европы; проанализирован зарубежный опыт в странах Великобритании и Финляндии; проанализированы основные аспекты внедрения КЖЦ на территории РФ.

The present stage of development of construction housing branch can be defined as a stage of new right regulation of energy efficiency of houses with use of very perspective legal, economic and organizational and administrative approaches on the basis of management of the cost of expenses in the life cycles contracts (LCC). The made survey analysis showed that procedure of the conclusion of such contracts in various spheres of economy of Russia, the conceptual analysis and application of the term LCC and as research of foreign experience of the countries with the developed market economy on practical application of LCC is today not at the highest level. In this regard, LCC demands both additional researches of foreign experience, and specification of a conceptual framework with its classification analysis. The purpose of the conducted research is implementation of the theoretical review on the contents and research of terminological concepts of the LCC area, experience of their application abroad, detection of features and prospects of their scientific and practical potentials. The author considered and solved a number of tasks: updating of a question of need of specification of the term LCC; the review on terminology of concept LCC of the countries of Europe is carried out; foreign experience in the countries of Great Britain and Finland is analysed; the main aspects of introduction of LCC in the territory of the Russian Federation are analysed.
