В статье обосновывается выбор определения термина «устойчивое развитие муниципальных образований» применительно к северным муниципальным образованиям Российской Федерации на основе документов ООН, международного опыта и законодательства Российской Федерации. Приводится обзор зарубежных и российских литературных источников по определению устойчивого развития на местном уровне. Делается обзор определений, на которых основываются международные договора и документы ООН. А также анализируется освещение понятия устойчивое развитие в законодательстве РФ. Обосновывается связь концепции качества жизни и устойчивого развития. Исходя из того, что данное определение должно быть использовано как опорная точка при разработке муниципальных документов, определяющих политику устойчивого развития, автор предлагает функциональное определение, задающее основные цели и направления политики устойчивого развития.

The article substantiates the choice of the definition of the term «sustainable development on the local level» in relation to the northern municipalities of the Russian Federation. The definition builds on the basis of UN documents, international experience and legislation of the Russian Federation. The study provides an overview of foreign and Russian literature, by definition of sustainable development on the local level and overview of definitions, which was used in international treaties and UN documents. The study examines how the concept of sustainable development was used in the legislation of the Russian Federation. The connection between concepts of quality of life and sustainable development substantiated. The author assumes that the definition should be used as the reference point for the development of municipal documents defining the policy of sustainable development of local self-government and offers a functional definition that specifies the primary goals and policies for sustainable development on the local level.
