Последствия приватизации начала 1990-х гг. в Российской Федерации не смогли создать в краткосрочном периоде эффективно работающий рынок, были малозаметны положительные структурные сдвиги. Российский рынок сможет выполнять те функции, которые он осуществляет ныне в развитых странах, только тогда, когда будут проведены научные проработки и продумано разрешение многих узловых элементов в стихийных рыночных отношениях и его механизмов, которые в определенной последовательности проинвентаризированы. В статье рассмотрены основные направления подобной работы, а именно государственно-частное партнерство, деприватизация. Предложены подходы к управлению «тяжелой» частной собственностью, в частности когда «частный актив управляется эффективно и приносит государству больше пользы, чем вреда», или отмена итогов приватизации. Приведены примеры «перехвата» управления предприятия в тяжелых, а иногда и в критических ситуациях, в том числе и международного характера. Сделан вывод о необходимости в полной мере учитывать, на каком этапе находится сам объект реструктуризации: зарождения, расцвета или угасания – и акцентировать внимание на одном из главных правил медицины, которое применимо в управлении, – «не навреди».

The consequences of the privatization of the early 90s in the Russian Federation could not create an efficient market in the short term, positive structural shifts were hardly noticeable. The Russian market will be able to perform the functions that it currently performs in developed countries only when scientific studies are carried out and the resolution of many key elements in spontaneous market relations and its mechanisms are thought out, which are in a certain sequence implemented. The article discusses the main directions of such work, namely public-private partnership, deprivation. Approaches to the management of «heavy» private property are proposed, in particular when «a private asset is managed efficiently and brings more benefit to the state than harm» or the cancellation of the results of privatization. Examples of “interception” of enterprise management in difficult and sometimes critical situations, including international ones, are given. It is concluded that it is necessary to fully take into account the phase at which the object of restructuring itself is located: the origin, flowering or extinction, and to focus attention on one of the main rules of medicine, which is applicable in management – «do no harm».
